Yes, the problem persists in Safe Mode.
The hosts file contains:
# localhost name resolution is handled within DNS itself.
# 127.0.0.1 localhost
# ::1 localhost
10.26.12.2 print.longbeachlibrary.org
This is because we're running a server in the building that contains the Print Center for people to store jobs and staff here can navigate to the server from a browser within the building. We were instructed by the Time Management company (Pharos) to edit our machines Hosts file to be able to get the the Nerve Center, which is a non-routable domain on the server.
I don't see how that would corrupt the OS' ability to access the Ethernet portions settings, when I can access the web just fine. Additionally, there are other mac users at other branches that utilize the same software, running on a mac, with their hosts file edited with similar information for their server, and no issues are being reported
