In the Apple Intelligence settings there is only on or off.
In Messages there is only a check box for "summarize messages."
Where is the setting to disable the AI "smart replies" in Messages?
It's awful and is driving me bonkers.

It’s bizarre that this setting is behind a button that starts with the word "About." "About" on a computer should not take you to a place to do things, but rather to tell you about things.

Go to system settings, pull up keyboard settings (you can type "keyboard" in the search), then under "Text Input" Click "Edit" to the right of "Input Sources." The fourth option is "Show inline predictive text." Disable it.

turn off writing tools
If you completely disable AI it will stop this annoyance, which I did and I'll never turn that garbage back on.
