I have never activated any of the creative cloud apps but the activity monitor shows 7 processes running. I have photoshop elements as a stand alone installation.

That statement may be if PSE was part of Creative Cloud. I have 2020 PSE on my. 2017 iMac and have never had Creative Cloud. I downloaded PSE in its installation disk image.
Is there a number you can call at Adobe where you can get a live person that might have the current information?
A number isn't easy to find, but if you're logged into your account, a chat session is pretty to get started (as I recall).
Though by default, when you click the chat button at the lower right, it starts with a chatbot. It's been quite a while since I last did an online chat with Adobe, so I don't remember what I did to get to a real person.

Even the stand-alone PS Elements is linked to Creative Cloud. So, no. You can't remove CC and still have the app function.
Well, now I'm not sure, either. A couple of links I followed on Adobe's site says yes, Creative Cloud must be installed or PSE won't function. But, the most recent such statement was from 2021.
I then found others that say, no, it isn't necessary. Which makes more sense since PSE isn't part of the CC suite.
