IOS 17.7 contact default country not aligned with Region

iPad AIR M2 with esim (not used) as a FRANCE country default address template in contacts when region settings are located for CANADA. My phone entries need to be entered +1 and don'T match iphone.

How to set CANADA for contacts. PLease I tried GENERAL/language region/region = CANADA and does not work. When editing a contact to add an address I see FRANCE pre-entered in template
