My family is on the Apple One Premier plan, however one family member needs additional cloud storage (she does not want to delete any data nor leave our family plan). Is it possible for her to purchase more storage to supplement her own needs without impacting the rest of us?
Yes, she can subscribe to her own storage plan in addition to the Family Plan.
However, it will be charged to the Family Organizer unless she has gift card credit balance on her account to cover the monthly charge.
