IPhone won't let me accept new iCloud terms and conditions

I have an iPhone SE, iOS version 17.7.1. I have this notice in Settings: "To use iCloud on this iPhone you must accept the new iCloud Terms and Conditions, and enter your iPhone passcode." Right below this is "Continue" in blue. I hit "Continue" and the screen shrinks for a moment like it's about to be replaced with another screen (which presumably would allow me to review and accept the new T&C), but it never actually goes anywhere; it remains on the same screen with the same quoted language, and the same "continue". I've tried signing out of my Apple account and signing back in again but it made no difference.

It is beyond ridiculous that this issue is all over the support chat boards, and NO solution is available. I've tried signing out and back in. Why is this happening to SO MANY users? and no solution?

I’d already tried that (that’s what I was referring to in the last sentence of the original post) but I tried again. This time I got a dialog box that said “this action cannot be completed at this time.” I didn’t even get the dialog box the first time, so maybe that represents progress? 🤔 In any event, though, I’m still stuck.

I finally called Apple. As it turns out, I need to update to the newest update in order for my phone to accept the new terms of iCloud. However, my phone is older and does not have enough memory to upload the update. What it boils down to is that I need a brand-new phone—with more memory. I am not happy.

Updated to 17.7.1 released today 15 November 2024. Problem still persists.


Click Continue > Pop-up with "Cannot Complete Action - This action cannot be completed at this time" OK


Waiting patiently to be able to accept your service's Terms and Conditions.


PS Apple support suggested using a different browser, using a private window, using a desktop, or even using a non Apple computer to sign in and accept the new terms (they said there'd be a pop-up after sign-in). How crazy is that?

I think we have the solution. I just updated to 18.1 and was able to accept the T&C. I think it would be nice if Apple were to let users know this by including in the T&C notification that they have to update their operating system. Thanks to all for the discussion.

Just got off the phone with support. If you have an older iPhone that won't run the latest OS, the only solution is to buy a new phone that does.


Granted you have to cut off support for older devices at some point, but a bit of advance warning would have been nice.
