sharing photos through text message
When I select multiple photos to share through a text message,
no keyboard appears for entering. recipients or making comments.

Are you the picking the pictures from the Photos app, or from files? If I'm in Photos, I choose Select and tap some pictures. Then I hit the Share icon
and tap Message. It takes a moment to download pictures, because I have Optimize Storage turned on for Photos. The pictures show up in a Message with To: in a text field, and "Add comment or Send" in a text field above the keyboard. Cancel is at the upper right of the message.
I'm using iPadOS 18, but I think it's the same. How is this different from what happens with? You say "multiple photos," so it works when you do one picture?
Have you tried a forced restart?
