unable to accept new icloud terms and conditions iPadOS 16.7.10

New iCloud Terms and Conditions message says I must accept new terms etc. I click continue and get Cannot Complete Action message stating “This action cannot be completed at this time.” Only option is to click OK. Restarting iPad changes nothing. iPad 5th generation; iPadOS 16.7.10.

Update on my situation.

Despite the notices saying that in order to use iCloud I need to agree to the new terms and conditions, which I still can't do, my iPad continues to sync with iCloud. Since I started getting these notices, I've experienced no change if functionality and have lost no data. I just need to know how to stop these notices without changing any other settings.

I tried this. I used Safari to log on to iCloud on the web. I never got any message about Terms and Conditions. Everything (Notes, Calendar, Photos, etc.) was syncing normally with both my MacBook Pro and iPhone. As near as I can tell, iCloud is working properly on all of my devices, except that I continue to get alerts on my iPad that I won't be able to use iCloud on my iPad until I accept the T&C. Trying to accept the T&C results in the same "can't be done at this time" message.

In other words they are trying to FORCE us to upgrade to the new AI version of IOS??? That's why this is being PURPOSELY done. No thanks. I was just on the apple website last week "shopping" for a new iphone. When I seen the total at checkout I got sticker shock and backed out. I will switch to android before I allow this final slap to the face. I have only used iphone since the iphone 3G. I have had enough. Tim is THE WORST ceo in history. I used to pretty much be an apple fanboy but not loyal to the point of stupidity. The last few years have really pushed me away from them. This literally might be the final straw for me. I remember when we laughed at android and windows users for things like this as we bragged about how great and problem free apple was. We can't say that any longer. I can't believe that I appear to be the only human on earth that sees what a disaster Tim is. I am the ONLY person I know who talks about it.

That seems a lot of work. Many times when I log in, I get the message that the login can’t be recognised, No I haven’t forgotten it. I make note of when I last used it. So that’s why I say the suggestion seems like a lot of work because you have to go through the tedious process of resetting it. W hats going to happen if we ‘can’t’ the terms? Thanks for the suggestion though.

Thanks but your repeated responses to ‘contact Apple’ are not at all helpful.

Apple should be providing proactive advice / hotfixes to affected users given the scope of the issue and the potentially serious (legal) implications of locking users out of their cloud storage.

It is not the responsibility of individual users to go out of their way to all contact support in the slim hope of getting advice, when Apple has all the information they need in this thread. It is the mega-corporation’s responsibility to maintain their services to a working standard and, failing that, to provide PROACTIVE advice and support when their services fail.

TLDR: contact Apple Support.

I’ve been trawling through this post as I was having all the same issues. I upgraded to 17.7.10 and still nothing. I tried to upgrade online - still nothing.

then I went back and saw that I could upgrade to the 18 version on my iPad Pro.

That’s finally worked.

Very frustrating process though and if your device doesn’t support the 18 version - I’m not sure what would work.

But if you CAN upgrade to the 18 - try it.

As several people such as myself have said, we do NOT want to upgrade to IOS 18. It has AI built in. It is a quantum leap in surveillance of you and your entire house or surroundings when using it. Which is why this is happening for the FIRST time in the history of apple and they are NOT fixing it. It is to FORCE us all to update or our phones are near useless if you need icloud. I refuse to upgrade. It is the final straw for me. I am SO glad it I didn't buy one of the new iphones now that I see just what a bad apple, apple is. For the first time since the iphone 3g I am changing over the android. This is the straw that broke the camels back. Elon REALLY needs to get in the phone making business.

Thank you for checking into this! Very appreciated!

I know my phone isn’t syncing but my iPad does with iCloud. This is a significant problem for me. My devices are older, iphone 11 and laptop is 2011.

I can’t update the laptop without losing almost everything. I updated my husband’s and lost so so much data. I don't get everything back from Time Machine saved externally.

When I checked with Apple about this the response was ‘it is voluntary to update OS’, yet now it is a hostage/blackmail situation.

BTW 2011 laptop is a workhorse and I regret getting the 2016.
