unable to accept new icloud terms and conditions iPadOS 16.7.10

New iCloud Terms and Conditions message says I must accept new terms etc. I click continue and get Cannot Complete Action message stating “This action cannot be completed at this time.” Only option is to click OK. Restarting iPad changes nothing. iPad 5th generation; iPadOS 16.7.10.

Same issue with my iPhone 14 on iOS 17.6.1. No matter what I do, I always get the message that the action cannot be completed at this time.

Since we don't know what device you are using nor the iOS either for the iPad or iPhone, it is hard to say what to do. If it's a iPhone that can be updated to 18.1 then do that. Apple doesn't seem to care about this bug nor that people can not connect to iCloud because the can not accept the T & C. If you can not get around it Contact Apple.
