Why does iCloud send me cropped photo's

I did have problems with my new iPhone 16 Pro. All the photo's I download are cropped to 2048 x 1536 pixels (Camara IPhone 16 Pro delivers only 2048 … - Apple Community)?

I open ICloud (background) and download the picture (in front 4032 x 3024 pixels) which says it is 2048 x 1536 pixels when I download it). I am confused.

It is on a Windows 10 pc.

I made a photo with my old iPad Air (3rd gen) and I downloaded it, en yes it has 3264 x 2448 pixels like the info on iCloud Photo's. More pixels than I get with the photo's from my IPhone 16 Pro.

What does this mean? Is my iPhone not working good?
