Refresh app in settings
Why are all my apps grayed out in settings for refresh app? How do I fix this

Do you mean Settings>General>Background App Refresh? If so, do you have low power mode enabled (you can tell if the battery indicator is yellow)? Background App Refresh is disabled when using Low Power Mode.
