My iPad recently has been refreshing my apps when I click off of them for a couple of seconds. It’s mainly bothers me when I’m watching videos on YouTube or on another app I have to look for them again

This behaviour is symptomatic of your iPad running short of available resources. When switching between Apps, they may reload as they are "swapped" in or out of their active state.
Try closing some of your unused Apps from the App Switcher page - as this will release resources. To expose the App Switcher, swipe upwards with your finger from below the active portion of the screen, to the middle of the screen - and pause briefly - before lifting your finger. Once the App Switcher page is visible, open Apps can then be closed by swiping the corresponding App thumbnail off the top of the screen.
