USB-C working but will not charge

USB-c works for external devices such as keyboard.

no charge.

diagnostics suggest issue with power port.

power port changed. Issue persists

Assuming you or the AASP has already checked the power adapter & cable, then if replacing the I/O Board did not help, then a Logic Board replacement would be next.
