This is the case in both Microsoft applications such as word, gmail and this message. What did I do to change the keyboardÞÞÞ. Those were question marks

You must have the wrong input source active.
Go to system settings > keyboard > text input > edit > all input sources and make sure you have only one item on the list, and that the name of that item is US or ABC. Use the minus button at the bottom of the list to remove everything else.

Since it is sometimes easy to switch keyboards if you hit the wrong key, I would recommend you remove it. Just select it in the All Input Sources list in System Settings and hit the minus button at the bottom.
Yep - before I got your message I noticed the toggle button (for lack of a better term) near the battery indicator on the top (again, lack of term) was on ICE. Not sure how I picked up Icelandic or how to remove it from the list you mention above, but at least I was able to toggle back to US and get my symbols right. THANKS.
