Deleted pictures still appear and cannot be deleted
I deleted pictures from my Photos app, they did not go away. When I open the pictures, they nolonger have the delete option.

This happens usually because pictures are transferred from a computer or other device (not using iCloud,) and they must be deleted in the same way they were transferred. So if that applies to you, connect the computer and try using it to delete the pictures. You may even have to transfer other pictures to delete the old ones.
