My iphone 16 is less than a month old (in settings it says the battery is working at 100% capacity) however it regularly turns off between 17-20% battery level.
Can turn it right back on but why does this happen? Surely it will get worse over time?

Do you have optimized charging turned on? Is the slider set to 80%?
Optimised charging is turned on but to 100%. Automatically will toggle off if it change the % below 100.
Generally charge over night only and the phone will last the whole day without getting down to 20% it’s just on rare occasions when haven’t charged for over a day.
Apple uses a smart algorithm to learn your behaviors such as when you get up, so it’ll be at 100% when you start your day. A change in the time you unplug your iPhone may alter the algorithm occasionally. Normally, it should go back to normal when it can establish a regular schedule.
