Locked iPhone linked to permanently banned Google account

so my old phone is linked to a google account that got permanently banned (it was my step father hand me down) and I tried factory reseting it and it’s says locked to the owner, how am I supposed to get in if the email doesn’t exits anymore

The person holding the lock will need to do this:

What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support


to release Activation Lock, or provide the original purchase receipt from Apple or an Apple authorized reseller.


The steps can be performed remotely.


Without that unlock, this iPhone will forever be a brick.
