This watch is not even two months old and now the heart rate app is not working.
When you tap the app you get a black screen with the time in the right corner and a white vertical line where the dots would be.

Did you try to force restart by pressing and holding the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again?
If this does not work, unpairing the watch would be the next step:
Unpair and erase your Apple Watch - Apple Support
If still no luck, you will have to contact the official Apple Support, to get it diagnosed online and/or to get the watch serviced:
