Settings menu listing seems significantly truncated, and ‘Passwords’ is missing.

I don't think so. Autofill is not "under" General. & there's no password option under Autofill. (Safari Version 18.1.1 )
Just call Apple support. They totally walked me thru fixing mine. It works just like before and can find the saved passwords just fine.
