I am not clear from your question if you are asking about Apple Pay on your iPhone, or your payment method for your Apple Account.

If you are asking about Apple Pay there is no ability to update your card details. Many banks do not require user intervention to keep a card active, but some do. If you are in doubt get in touch with your financial institution. If your Apple Pay has ceased to function this is a good indication that they have made the decision for you that it needs your attention. This will require you to remove the card from your Wallet app and add it again as a new card with the new details.

If you are asking about the payment method for your Apple Account you can update this on your iPhone by going to Settings > [Your Name] > Media & Purchases > View Account > Manage Payments > Payment Methods and touching on the card number. Or you can sign into your account on the web, click on Payment and Shipping, then click on the card and the all the details will be there for editing.

Do you get a different result if you sign into your iCloud account on the web using a browser on a computer? As I outlined, when I sign into my Apple Account I get the options to edit the card I use as a payment method.

It appears that some of the screen shots you have above refer to your Apple Pay account in your iPhone's Wallet, rather than your Apple Account payment method?

As you have found you can't delete a payment method when you have active subscriptions and where that payment method is the only one. You need at least one, but you can have multiple. If you have another payment method - such as another credit card or PayPay - try adding that, removing your old card, then add the new details of your updated card.

did the second option , used my iPhone , setting , name, media and purchase, view account , manage payment, payment method . doesn't show me the code or the expiration to change . when I try to remove the card and upload it with again new one with different code and expiration it just says this card already existed and can't be removed because there's a subscription ...

Basically the only solution is to go to the bank and get a new card with different number , add it then remove the old one . which is dumb instead of just updating the code and expiration date . just gonna wait until payment get declined and see if they gonna open up that option of editing the code and and expiration . if it doesn't work I will get a new card and they can keep that useless card since they are emotionally attached to it . thanks .
