This guy stole my personal information and installed a CA trusted certificate . He has somehow used dev options to link my devices together and control them. How can I recover from a man in the middle attack? How do I remove the 300 trusted certificates that have popped up on my iPhone 7 And iPhone 11?

If you are referring to the trust store, that is a fixed and unmodifiable-by-users part of iOS.
If you somehow permitted profiles to be locked with certificates, remove those profiles in Settings > General > VPN & Device Management.
Developer Mode access is not a master key, and requires physical access and a cable to enable, and provides the ability to side-load apps.
Personal information doesn’t gain access into an iPhone, unless that information happens to include the passcode and physical access, or the Apple Account credentials, or access to immensely expensive exploit tooling. Folks targeted with the latter tooling are well outside what assistance can be offered around here, as well.
