I was wondering if you can suggest an easy plugin to create a growing collage of photos that starts with 5 photos and ends with about 60. Or maybe even an easy way to do it with just FCP. I am still using MOJAVE.

It's free. Make sure you pick up Clip Label too - there's a link right under the "requirements" line.
It was made back for 10.4.8, but can be backdated to FCP 10.4.0 (which is compatible with Mojave).
It's actually called a Photo Montage, and various plugin vendors have templates for that. MotionVFX has several. Or manually create it if you want to keep it simple and cheap. Select all the photos in the Timeline, T to create transitions, then apply the Ken Burns effect to teach.
BTW, I wonder how much Apple pays Ken Burns to use his name for that effect?
Yes. There will be about 60+ photos of peoples' faces in total. As more photos are added, the images become smaller as the screen is filled with all the photos. We have 11 seconds to make this happen.
