Can’t reset my screen time passcode

I recently tried to change my screen time settings after a long time of not having used it and couldn’t remember the passcode, however when I tap on “Forgot my passcode” to reset it and enter my Apple ID details correctly, all it does is add one more failed attempt, not letting me try again for another hour. I am positive I am using the Apple ID that I used to set it up initially so what’s the deal? Do I have to reset my entire phone and loose all of my data because of a bug? Other people with the same issue seem to be getting that response, which seems quite frankly very unprofessional to me.
