How can I disable the 'Updates Available' notification that is now appearing from system preferences since Sequoia? This was removed after High Sierra and it's pretty disappointing to have to ignore this daily now. Even more frustrating is that it comes back if I just drag it off the screen??

You can try the following two terminal commands:
defaults write com.apple.SoftwareUpdate MajorOSUserNotificationDate -date "2030-02-07 23:22:47 +0000"
defaults write com.apple.SoftwareUpdate UserNotificationDate -date "2030-02-07 23:22:47 +0000"
The exact dates are not significant, as long as it's sometime in the future.

I'm having a really bad time on this new MacOS because so much of it is designed to be hostile, and this forced notification behavior is a prime example of that.
Has anyone found a solution for this? Why am I receiving notifications for something I have turned off at the system level? This is a clear design contradiction.
