iPad data preservation after reset and iCloud sign-in
If I reset my iPad then re sign in to my iCloud, will all my data be deleted (games,contacts etc)

If the data is synced to iCloud or Game Center, yes. But make sure that your apps do indeed sync to iCloud or Game Center. Many apps, particularly games, do not. Some have their own cloud-based backup, but many have no mechanism of their own at all. To cover that case, be sure to make a backup, either to iCloud or to your computer, before you reset your iPad and restore from that backup and at least some of that data should come back.
