Would “Delivered” status still show when someone has "Send Read Receipts" off?

It depends on which phone (or other device running Messages) has Read Receipts turned off. If I turn it off on my devices, then you won’t see “Read” on your phone; you will just see “Delivered”.

Yes, "Delivered" will show even if read receipts are turned off.

No. "Delivered" would not be shown --it's a matter of privacy.

Thank you for your prompt response, very much appreciated.
I have two iPhones running both iOS 17.7.2 and are using the same Apple ID, one is an iPhone SE2 which it does show "Delivered" badge and I also have an iPhone 14 Pro which it doesn't show anything.
I have sent the message from my iPhone 14 Pro and since iPhone SE2 is using the same Apple ID all message conversations are synced there as well.
Do you know what could be the reason why at the one I originally sent the message from (iPhone 14 Pro) it shows nothing and at the one that's synced using the same Apple ID (iPhone SE2) it indeed does show the "Delivered" badge please?

“Today” is what I’m always seeing, but it never catches up with itself for about 30 thereafter. Or maybe I’m mistaking the OP for just the messages app?
That's not the status message, that's the time/date stamp of the most recent group of messages in the thread. And it's not actually under the message. It's above the new set of messages. That's why it doesn't appear to update.
Status messages are right aligned.
