Which iPad model would be best for my 10 year old?
I’m trying to decide on the most budget friendly iPad to get for my 10 year old. It will mostly be used for Minecraft, Roblox and streaming movies. What do you recommend?

Given the age (and potential for unforeseen accidents), the tenth generation iPad (a.k.a. IPad 10) plus a robust child-friendly case to protect the iPad might be your best option. The iPad10, while being the entry level model, has a large screen, supports iPadOS 18.x, and is sufficiently powerful to be used for everything that you list.
If your budget allows, perhaps avoid the 64GB model in favour of the 256GB model. The 64GB model has very little available internal storage - and may be quickly filled by saved files - leading to frustration (for you - as you'll be living with the consequences).
