New iPhone 13 frozen halfway there on update to 18.1.1

New iPhone 13 frozen on update to 18.1.1, do I need new 5G SIM card? Is that the problem? I am trying to upgrade from iPhone 8 Plus to a new 13. Have transferred all the data using Apple Devices. So thought everything was OK. Now on recommendation to "upgrade" to IOS 18.1.1 it has frozen about 50% of the way there. Cannot get it to stop, start, anything. Frozen solid. Will not even show up as an apple device on the Apple Device App. It makes the ding sound when I plug it in but nothing happens.
