I had the same when erasing my old MacBook Pro last week.

The solution I carried out was:

  1. Remote erase it from find my via my iPhone
  2. Turn the MacBook back on, remove the activation lock using the macOS login password
  3. Erase and reinstall the Mac via disk utility/boot options
  4. Manually, via the iPhone, remove the MacBook from find my

This solved the solution for me, and so I was able to trade in my old MacBook Pro
