no cellular data on iphone 16 pro max

No matter what I try I cannot use my 16 pro max when it’s off wifi. I took it to my carrier and they did the same things I tried and then I took it to apple and they did everything for the third time. They did have me call and speak to someone and his only suggestion was that I send it in for a couple of weeks or I exchange it for a new one. I am considering exchanging but I’ll get charged $55 for ‘restocking fees’ which is annoying because it’s not my fault this is happening.

everything I’ve tried;

airplane mode on/off

turning cell data on/off

deleting eSIM & re adding

reset network settings

wipe entire phone

turning off phone for 5-10 minutes
