iPhone Automatically Rearranging Apps:

You Can't. Apps cannot be rearranged automatically. This is not a feature of the iOS. So, recommend this to Apple.

Do your Part: These are user-to-user forums. Apple rarely reads these forums on their own time as it is. So, provide Apple with feedback on this.  Apple wont get back to you directly, but the more they hear of this, the more they will know what suits their customers' needs, and what features to include in updates to come. Apple will know nothing your your ideas, if you don't provide them to Apple.

To Provide Feedback:

  1. Go Here: Feedback - iPhone - Apple
  2. Select: "Feature Request" for the "Feedback Type"
  3. Comment: on that you want this to be an option, and how it can help others
  4. Proceed form there as necessary

You can rearrange apps on the Home Screen, but not in the App Library.

The "Others" folder temporarily houses newly installed apps. Over time, iOS will automatically organize these apps into appropriate categories within the App Library.

To move an app from the App Library to the Home Screen, follow these steps:

  1. Swipe to the App Library (located after the last Home Screen page).
  2. Find the app you want to move.
  3. Touch, hold, and drag the app icon to the Home Screen.

The picture below should help clarify why the apps are added to the App Library.
