Can’t change the region in AppStore

So basically I am living in China for 1 year and wanted to change the region to access the Chinese AppStore to download China specific apps. The problem is, no matter what I do I can’t change it. It keeps giving me the error message: “You need to leave iCloud Shared Photo Library to change the country or region.”

I left it, even turned off shared photo library in the Photos settings. I’m quite lost to be honest, any help would be appreciated!
