Why does my iPhone recognize multiple faces?

since i use iphone 12 my phone can also scan my face id too.

but when i upgrate to iphone 13 Promax it work fine (can not scan my brothe face)

but now i upgrade to iphone 16 promax it also can scan my brother fece too

note: my brother was use two of iphone 11 promax all his phone can scan my face too.

Why???
