How can I turn off call recording and voicemail transcripts on iPhone?

I have gone into my settings, and turned off live call, as well as Call Recording. Yet whenever I receive a call that I miss and get a voicemail for, I get the entire mail as a transcript showing in my notifications. I also noticed every time I call someone, Voiceover announces “Call Recording started”. How do I turn this feature off?!
