iPhone control center TV remote not working
the remote in my iPhone control center doesn't connect with TV. Keep getting a pinwheel.

The software remote on iPhone (or iPad) is not supposed to connect with a TV.
The software remote on iPhone (or iPad) is supposed to find compatible Apple TV box(es) on the same home network. Set up the Apple TV Remote on your iPhone or iPad - Apple Support
Do you have an Apple TV box? Which model is it?

Find your Apple TV model number - Apple Support
Is your iPhone connected to the same home network? An iPhone on cellular wouldn’t work. An iPhone on a different home network [different SSID name] wouldn’t work.
If you moved to the Apple TV box to a different location, or if you had reset the Apple TV box, then it wouldn’t have the correct network settings yet. You will need a physical remote to set that up. The software remote can only function after the Apple TV box has a valid network connection to the same home network.
