Create an Account stuck at "Apple Account and Privacy"

I have started the "Create Your Apple Account" process. It has accepted and verified my email by emailing me a code, and then texting me a code. But that is as far as I can get. When I get to the Apple Account and Privacy page the "Continue" button is dead.

I've tried Chrome and Firefox they both lead to the same page with the same problem. Safari gives me this error message, but I am working on a MacBook I bought on Thanksgiving. Sequoia iOS doesn't get any newer.

I really don't want to reset my password, because it is working to get me this far in the process, and I don't want to be completely locked out with this email.

Ideas?
