Surely privacy settings permissions have to be approved in both directions or by both parties?

No.
You cannot "cast" (google's proprietary protocol) from the Apple TV app to a non smart TV using a Chromecast as nether the Mac nor the Apple TV app support Casting.
You may be able to cast from Google's Chrome Browser, opened to the https://tv.apple.com website though it's not very easy and requires giving Chrome permissions in Privacy Settings.
With that said, depending on the model of Chromecast it may support the Apple TV app. If you have a Chromecast with Google TV you can download the Apple TV app to it directly from the Google Play store on it. So no need to cast.
