Apple Watch pairing notification keeps popping up

I have a personal cell phone which is an iPhone 14 Pro Max, and a work provided cell phone that is an iPhone 14. I have an Apple watch series 8 that is paired to my personal phone and shows it is connected via Bluetooth. My work cell keeps popping up a message:

" APPLE WATCH

Use your iPhone to set up this Apple Watch"


I deleted the watch app from my phone and it continues to pop up. Toggled bluetooth on and off, still pops up. I don't know why my work phone is finding my watch as available to pair. I don't use the same apple account for personal and work cells. I am on iOS 18.1 right now on my work phone.
