How to set a wallpaper without it getting blurred on my iPhone?

Whenever I’m setting a wallpaper i try to set it how u want it and then it gets blurred out at the top. When I uncheck the extended Waller it just zooms in the picture, which is still not what I want. It’s really annoying. When is the update that allows us to set wallpapers how we want gonna come?
