I have turned off automatic iOS updates, both install and download, on my iPad. A pop up tells me I can install the update "now" or "later tonight." I don't want the update right now.
How can I prevent a forced installation when automatic update is already turned off?

Has the update package already been downloaded to your iPad? If so, you may need to delete the download before it is installed:
Settings > General > iPad Storage >
Scroll down the list of Apps* until you find the iPadOS update - then tap the entry, and select Delete.
(*) You may need to expand the list using the Show All button.
Be aware that system software updates include essential security updates for your iPad. Even if you inhibit automatic download and installation, you will still see a badge-notification that an update is available; this notification cannot be suppressed.
