I’m trying to download the Shopee App in my Apple Store (CH) but it is “not available in this country or region”
What is the Apple Store strategy to allow an app to be available all around the world? What does a company have to do to achieve this goal?

An app's developer decides in which countries their app will be available.
Apple has nothing to do with where a developer offers their app.
Contact the app's developer about offering their app in your country.

I would like to help a developer spread his app worldwide.
The question is what the developer has to do to make it available around the word: pay a or additional fee to Apple - what a re the restriction?
Only a developer could answer that. Unless a volunteer working here is also a developer, I doubt there is an answer to your question. Apple is not here.
If there is a specific app you want, try to find out how to speak to the developer. Perhaps the app has a website. Plead your case directly with them.
