I don't know how to hibernate my MacBook Air with M3 chip. I also don't know how to make the PC not turn on when I open the lid and only turn on with the power button.

The MacBook Air is designed to turn on when the lid is raised. There is no option to disable the behavior.
You can shut down the computer with the lid open by clicking the Apple menu > Shut Down.
The computer will hibernate (sleep) if you simply close the lid. Wake the laptop by raising the lid.
If you shut down the computer with the lid up, you can restart it by pressing any key.
These are all features by design. Don't ask "Why?" because none of us users here are privy to the considerations of Apple design teams.
