It is not possible to add an update to previous topics, so i'm posting it one more time since i didn't find the solution to my case in old answers.

Links to old ones:

But after all the steps were done, the error remained. I'll answer my own question below to help others who are suffering or myself when I forget

First of all, it wouldn't be unreasonable to go over all the previous tips:

  1. Control Panel (Open "This PC" and click "Up"/press ALT+Up arrow to find the link to Control Panel) -> Programs and Features -> Turn Windows Features On/Off where you should turn off Media Features and press Ok. After the changes have been applied return to Turn Windows Features On/Off and turn the Media Features on. A reboot may be required to apply some of this changes.
  2. Check that the following items are installed (install missing):

VP9 Video Extensions

Web Media Extensions

HEIF Image Extensions

HEVC Video Extensions from Device Manufacturer (free) and/or HEVC Video Extensions (paid)

3. Open Settings App -> System -> Optional Features -> Add Optional Feature where you should select Windows Media Player Legacy (App) and proceed to download and install.

You don't have to reboot after steps 2 and 3. Just launch the iCloud setup again and wait for it to complete (asking you to reboot). Done!
