How can I regain access to my Apple Account after a scam?

I fell for the scammers - the point is that they convinced me to log into someone else's iCloud. After a while, they blocked my phone. I do not know the password from iCloud, I have no way out.

That’s not your iPhone. Not any more. You transferred ownership to the scammers.

To release Activation Lock, you'll need the original purchase receipt from Apple or an Apple reseller, and then send a removal request to Apple Support.

Without that receipt, or without the owner releasing the Activation Lock lock, you have a brick.
