Enabling Apple Account payments on Web purchases.

I'm trying to purchase something from website it has apple pay option then I click on it then i go to additional pay later options then it shows my apple account wallet card and it shows this how enable this would it be because I don't have enough money ??

You have two cards in your Wallet, one is not setup (Apple Cash) and the other is not enabled. This adds up to not having a payment method in your Wallet. If you want to use Apple Pay you need to add a debit card or credit card that supports Apple Pay.
