Unable to enter passcode on iPhone 11 due to unresponsive buttons

I upgraded to the iPhone 12 pro about 1 year and a half ago, and recently got the 16 pro max. I made a new apple ID when I got the iPhone 12. I have been trying to no avail to get into this phone because I have some important information on there. I have tried to click the volume up button, volume down and hold the power off button, but nothing. It only lets me click a few select numbers and I can't even power off the phone to restart it. I looked all over the internet to try and find a solution and zilch. any and all help is appreciated. Let me know if more info. is needed.

Properly Transferring to a New iPhone:

Use Quick Start, and all would transfer just fine: Use Quick Start to Transfer Fata to a new iPhone or iPad - Apple Support

If your iPhone is locked, go here....

Troubleshooting a Locked iPhone:

Only Apple can unlock this --no one else. So, contact Apple Support. Refer to the following...

Hold It Right There!:

Enter the passcode incorrectly too many times, and you'd likely be locked out for good. So, hold it right there, and refer to this link: If you Forgot the Passcode on your iPad, or your iPad is Disabled - Apple Support. It would be the one you've always entered. If you do not know it, then look for it in a location you may have stored it in.

Being Locked Out...

Have any Proof of Purchase?

Unless you have the original packaging and receipt, you may be out of luck. If you do have it, however, then take this to an Apple Store, or an AASP (Apple Authorized Service Provider)! and they may be able to restore it. The reason for this blockage is all about Security & Privacy.
