What should I do if iPad setup fails?

I'm trying to set up an 6th generation Ipad for my 4 year old and when it gets to adding a phone number it says account cannot be created at this time.

An AppleID for a child must first be created by an adult Family Organizer on their own device.


Then one can setup the child’s device(s) with the newly-created account credentials.
