I bought an air tag like 2 months ago as it was recommended for my cat. But it just doesn’t seem to work properly.
only time it works is when she’s actually at home with me.

That's because the AirTag needs to connect to a device on the Find My network using bluetooth, such as an iPhone, for its location to be registered on the network and therefore to be identified. If your cat is roaming outside it will probably not be near such a device. Apple does not recommend the AirTag for this use.
There are other products available using other technologies specifically made for pets and one of these might serve your purposes, although I have to ask if you have thought about the virtue of keeping your cat indoors at all times?

When researching I found the AirTag to be best for this.
No all my cats go out doors, it’s their natural habitat and come and go freely though the cat flap.
