I can't turn off Noise Control on my AirPods

I just put my AirPods in and they went to transparency as a standart(my last used setting is always off). I had the option push and hold to switch between NC and off but now it says it switches between NC and transparency, i never changed this. When i look for the option to turn my noice control off there is no option for off so now im stuck in NC, transparency or adaptive. On my mac i see the option to turn it off in the sound menu but when i click on off it just switches to transparency. The problem on mac
