I had 300gb worth of videos on my macbook that I moved to my iCloud drive to free up space from my macbook. After moving them and removing the downloads it still didn't free up the space why?

Files stored in iCloud are also stored on your local drive. iCloud provides sharing/synchronization of files across devices logged into the iCloud account.
When we move files to the Trash and subsequently empty the Trash, it can take a while for the Finder to calculate and finally release the space they once occupied. "A while" is generally accepted to be about a day.
