I see that sequential is an option, but don't see a way to keep them sequential and also keep the title. I've tried exporting from an album, as I've seen suggestions to do, but I can't find a way to keep both the sequence and the title.

The Title is contained in the metadata, and that will be maintained if you choose.
Or do you mean the Filename? You can export with the original filename, the Title, or with a Filename that is sequential.
Filenames are usually pretty meaningless. I use the 3rd party app Photos Workbench($30) to add Titles to my pictures with a sequential index, and then I export using the Title for the filename. This program also allows full
versatility, so you can arrange a title to include the filename if you like, or other comments as needed.
